Job Description

We are seeking a dedicated and experienced Health, Safety, and Environment (HSE) Officer to join our team. The HSE Officer will be responsible for promoting and maintaining a robust health and safety management system and fostering a strong HSE culture within the organization. This role ensures that all employees adhere to HSE policies, legal requirements, and industry standards to create a safe and compliant workplace.

Key Responsibilities:

  1. Advisory and Coordination:
  • Advise and support managers and employees to fulfill their legal, ethical, and organizational obligations regarding health, safety, and the environment.
  • Ensure compliance with HSE laws and standards, promoting safe working practices across all levels of the organization.
  • Identify workplace health, safety, and environmental hazards and develop effective strategies to mitigate risks.
  • Serve as the Secretary of the Occupational Health and Safety Committee to facilitate quarterly meetings and ensure effective HSE consultation processes.
  • Prepare HSE budgets, considering CAPEX, OPEX, emergencies, training, legal costs, and upcoming initiatives.
  • Adopt and implement HSE policies and standards (internal, national, and international) effectively at the workplace.
  • Conduct risk assessments to identify and mitigate foreseeable risks and help develop risk profiles.
  • Develop and implement emergency response plans, including identifying equipment, procurement, training, and practice drills.
  1. Development and Implementation of Procedures:
  • Establish and periodically review operational procedures, including but not limited to:
    • Incident Investigation
    • Risk Assessment
    • HSE Internal Training Systems
    • Hazard Reporting
    • Permit to Work Systems
    • Emergency Response Procedures
    • Toolbox Talks
    • HSE Budgets
    • Occupational Health and Safety Committee Constitution
  1. Day-to-Day Operations:
  • Understand and achieve assigned KPIs positively.
  • Conduct daily site inspections to identify unsafe acts and behaviors, intervening and reporting as necessary.
  • Ensure supervisors conduct toolbox talks before each shift or activity.
  • Participate in risk assessments and communicate findings to relevant stakeholders.
  • Inspect work areas regularly to ensure compliance with legal, organizational, and safety standards.
  • Maintain and update documentation, including inspection reports and HSE records.
  • Organize and conduct internal audits, identifying non-conformities and areas for improvement.
  • Prepare and submit HSE reports to regulatory authorities and management within prescribed timelines.
  • Ensure the validity of HSE-related permits, licenses, and certificates.
  • Develop and deliver HSE training programs to employees and managers.
  • Investigate incidents, accidents, and near-misses, and analyze findings to prevent recurrence.
  • Coordinate and support external audits, statutory inspections, and HSE campaigns.
  1. Emergency Preparedness:
  • Identify potential emergency scenarios and develop response plans.
  • Coordinate mock drills and training sessions to ensure readiness.
  • Ensure emergency equipment (e.g., fire extinguishers, emergency alarms) is tested and maintained.
  1. Waste Management and Environmental Compliance:
  • Ensure safe and compliant disposal of waste and hazardous substances.
  • Monitor noise, emissions, and effluents to ensure compliance with environmental standards.

Requirements:

  • Proven experience in a similar HSE role.
  • In-depth knowledge of HSE laws, regulations, and standards.
  • Strong organizational, analytical, and communication skills.
  • Ability to conduct risk assessments and implement effective control measures.
  • Familiarity with emergency response planning and execution.
  • Proficiency in report writing and maintaining HSE documentation.
  • Relevant certifications in Occupational Health and Safety (e.g., NEBOSH, IOSH) are preferred.
